ICD-10 is delayed! What about OASIS-C1?

I have spent much of few weeks thinking about the ICD-10-CM delay and the impact it will have on the industry. There are still so many unanswered questions.

The wording in the delay legislation state that ICD-10-CM may not be implemented “prior to October 1, 2015”. This does not mean that the implementation will definitely begin on that date. It just cannot be prior.

There is also the OASIS-C transition to OASIS-C1 which was scheduled to coincide with the October 1, 2014 implementation. Many of the changes in the new version are in response to ICD-10-CM implementation. Everyone is wondering if the OASIS-C update will also be delayed.

OASIS Answers has scheduled the 2014 1st quarter OASIS Q&As teleconference for April 16, 2014 at 1:00PM Eastern. After the teleconference, the Q&As will then be published. For information about the teleconference or to download the Q&As go to the OASIS Answers website.

CMS has remained silent regarding the ICD-10-CM delay. In fact, I just checked the CMS website which still lists October 14, 2014 as the implementation date. In response to a query from Health Data Management about the ICD-10 delay, a CMS spokesperson said: “We are examining the legislation and will provide guidance to providers and other stakeholders soon.”

CMS has issued the following regarding the OASIS C-1 webinar

ICD-10 Delay – The Centers for Medicare & Medicaid Services (CMS) is examining the implications of the ICD-10 provision in the recently enacted Protecting Access to Medicare Act of 2014 and will provide guidance to providers and other stakeholders soon on the implementation of OASIS-C1.  Until that time, the Division of Continuing Care Providers, in conjunction with the training department, will not be providing the OASIS-C1 implementation webinar originally scheduled for April 30, 2014.  Once a decision is made about OASIS-C1, we will determine if it is appropriate to reschedule the webinar.
