CMS will be “retiring” the HHABN but do not celebrate yet…

There will be a “new” form to replace it!

On December 11, 2012, the Centers for Medicare and Medicaid published a notice in the Federal Register outlining plans to replace the Home Health Advanced Beneficiary Notice (HHABN). The modifications are being made “in an effort to streamline, reduce and simplify notices issued to Medicare beneficiaries”, according to the Federal Notice.

The changes would include replacement of HHABN box 1 (liability notice) with the standard ABN which is currently being used by other providers to notify beneficiaries of liability for non-covered care. In addition, CMS plans to create a new form that will include HHABN option boxes 2 and 3, which notify beneficiaries of a change in care due to agency reasons and provider orders. The new form will be called the Home Health Change of Care Notice.

Although the notice does not list an effective date for implementation of the changes, CMS is inviting interested persons to submit comments by February 11, 2013. The full notice and instructions for comments can be accessed at Federal Register HHABN.

Although the current HHABN has an expiration date of October 31, 2012, home health agencies are instructed to continue using the form until further notice. Stay tuned for more information.
